How to Solve the Problem of Unemployment?

I think the present global economic crisis isn't the root cause that causes unemployment. The root cause of unemployment is: Machines replaced manual labor along with the progress of science and technology, but working time isn’t reduced correspondingly, so the unemployment is unavoidable.

The full employment isn’t to mean all people obtain employment completely in economics, but regarded unemployment rate 1.5% - 4.5% as full employment. The natural rate of unemployment is 1.5% - 4.5% in economics. However, unemployment rate of 1.5% is unemployment rate of 100% to the unemployed.

The progress of science and technology will inevitably promote the labor productivity, so shorten working time is the only method that solve problem of unemployment under the premise of not increasing new jobs.
